Fred is a Major and military Emergency Care doctor. He is chief of the Medical Role 1 Medical Care station. He is on deployment to Mali for two months.
Carl is also a Major, a Special Forces Officer. He is the chief of the Belgian SF reconnaissance and surveillance detachment in Mali. Carl is a very good friend of Fred. They grew up together.
Fred and Carl are currently deployed to the same location in Mali.
One morning Carl asks Fred if he could use one of the Medical Evacuation (Medevac) Helicopters for half an hour to carry out a short observation mission to check for insurgents. The Medevac Helicopters are "on call" for emergencies.
Fred feels inclined to authorize the use of one of the Medevac helicopters for reconnaissance purposes but is in doubt. He feels loyalty to Carl a friend and fellow officer but also doesn't want to endanger the medical mission.
