You receive reliable information that local national post-operative ventilated casualties who have been transferred in good faith to a local national tertiary receiving hospital all die within a short time of arrival.

The inference is that the hospital cannot cope with the complexity of these severely injured casualties, despite their assurances, and despite the expectation that the casualties may survive within the coalition trauma system.
